AI governance is the system of decisions, controls and accountability used to obtain value from artificial intelligence within an organization’s accepted risk. It is not a committee that approves everything at the end. Governance starts in discovery and continues through operations, model changes and retirement.

The NIST AI RMF organizes the work into four functions: Govern, Map, Measure and Manage. They are continuous rather than sequential. For product teams, this means knowing which systems exist, why they exist, how they are evaluated and who responds when they fail.

1. Build an AI inventory

Record products, internal features, vendors and models. For each use, document the owner, purpose, users, data, provider, integrations, version, impact and last review. Include experiments and business-purchased tools: invisible risk cannot be managed.

2. Classify risk

Classify by consequence, not model size. Consider effects on rights, money, employment, credit, health, safety, privacy and reputation. Also assess scale, reversibility and the user’s ability to appeal.

A simple matrix combines likelihood and severity. Low-risk uses may need team approval and basic monitoring. Medium risk requires a documented evaluation, privacy review and oversight plan. High risk calls for specialists, accountable leadership, independent tests and stronger controls.

3. Require evidence before launch

Define approval and blocking conditions. A minimum evidence package includes intended and prohibited use; a representative evaluation set; performance on critical cases and groups; abuse and safety tests; privacy and data rights; cost, latency and resilience; user instructions and human oversight; and rollback plus incident plans.

NIST’s Generative AI Profile highlights risks including confabulation, dangerous content, privacy, intellectual property and over-reliance. Each relevant risk needs a measure, threshold and owner.

4. Govern operations and change

Models and vendors change. Treat model swaps, material prompt edits, data sources and safety policies as versioned changes. Rerun evaluations before promotion and monitor real-world quality afterward.

Record incidents and near misses. A useful process captures severity, containment, affected people, cause, communication and preventive action. The goal is learning, not discouraging reports.

5. Provide transparency and user rights

Tell people when they interact with AI when that fact matters to their decision. Explain purpose and limitations in plain language. Provide correction, appeal or human support for consequential decisions.

The EU AI Act uses a risk-based approach and sets transparency obligations for certain systems and generated content. Even when the law does not directly apply, transparency, logging and oversight are sound product practices. Confirm legal requirements with qualified counsel in each jurisdiction.

Roles and accountability

The PM owns purpose, experience, metrics and launch decisions. Engineering owns implementation, security and observability. Data/ML owns model evaluation. Legal and privacy interpret obligations. Security tests misuse. Operations runs oversight and incident response. Leadership defines risk appetite and accepts exceptions.

Frequently asked questions

Does governance slow teams down?

Proportionate governance reduces rework. Clear evidence requirements and different paths by risk make approval predictable. Debating everything from scratch after development is slower.

Does every AI system need a human in the loop?

No. Oversight depends on impact and demonstrated confidence. Low-risk systems may use sampled monitoring; consequential decisions usually need human review or appeal.

What should we document first?

Start with the inventory. Then pick one real use case and create its risk and evidence record. Policy should grow from an operational flow, not generic prose.

Effective governance makes innovation repeatable: teams know what evidence to produce, who decides and what to do when reality differs from the plan.
